Acting out by urinating around the house.

Dear Spirit Essences,

My cat Zorro has a problem with the other cats that I foster. He acts out by peeing around the house. I am trying to address this problem with the help of a Certified Feline Behaviorist, but I still have the feeling that we need something more. He is neutered and healthy, an inside-only cat. No other stress is present except for the foster cats. Which formula should I look at?
